CPR – Nevada’s Patient Bill of Rights: A Summary

The Patient Bill of Rights are a set of groundbreaking legislative initiatives designed to uphold the rights of medical cannabis patients in Nevada while ensuring public safety. This reform effort, championed by Coalition for Patient Rights (CPR) in cooperation with Compassion Center, the Center for Incubation & Findings Research (CIFR) and its partners, seeks to eliminate outdated, scientifically unsupported policies that unfairly penalize medical cannabis patients and create barriers to care. Here’s an overview of the key components:

  1. Patient Bill of Rights

    The Patient Bill of Rights establishes essential protections for medical cannabis patients, ensuring they can access natural, plant-based medicine without undue restrictions or fear of discrimination. The bill emphasizes:

  1. Access to Care: Patients should be free to consult with their healthcare provider and receive a medical cannabis recommendation without burdensome state registration processes. A streamlined database will allow licensed providers to register patients directly, improving efficiency and reducing barriers to care.

  2. Autonomy in Cultivation: Patients will have the right to grow their own medicinal cannabis, addressing affordability, consistent supply, and personalized care. This eliminates the restrictive “25-mile halo” rule around dispensaries, which limits patient autonomy and creates reliance on expensive, pre-packaged products.

  3. Discrimination Protections: Medical cannabis use will no longer be grounds for discrimination by Child Protective Services (CPS), housing providers, employers, or other entities. Clear standards ensure patients are treated fairly and with respect for their medical choices.

  4. Education and Advocacy: The bill mandates continuing education for medical and legal professionals to reduce stigma and improve patient care. Licensing boards will require healthcare providers, law enforcement, and other professionals interacting with cannabis patients to complete accredited courses on medicinal cannabis, patient rights, and impairment assessment.
